I have a 2000 lexus es300 and there is a part on the upper left side of the intake manifold that looks like a ufo with a tube coming out at the bottom of the part. I have no idea what it is.

That's what it is, Intake Manifold Valve Air Actuator.

It looks a lot like an Intake Air Control actuator from a 3.0L engine.
