Need help with PCM missing from OBD scan

I have a 1999 jeep grand cherokee that had an overheating issue that was recently fixed, but left with a check engine light on, when scanning with a scantool, I get an "invalid response" error when trying to scan the PCM for codes, the body control module and ABS modules appeared in the scan and returned no stored codes, I checked for voltage on my CAN high and CAN low, CAN high has 4 volts, and CAN low has 0.060 volts, could it be a burnt/damaged wire? or could the PCM be bad? the engine starts and runs seemingly without issue otherwise

What about testing using another/better scanner?


The scanner works fine and sees the pcm when tested on a different vehicle

you don't have CAN. Your vehicle predates it by about 5 years.

Is there any hope of getting the obs port to work again?, i was able to retrieve and resolve the cause of the codes, but yanking out the battery to clear every time is a pain
