Scotty, I have been a full time ,missionary in the mountains of Central America foe 28years and just returned to the states because my wife has congestive heart failure and I am trying to get her well again...I needed transportation and found a 1999 Ford F-150 Lariat 4 door truck that was being sold for around $4500 but after the man and I talked he dropped the selling price to only $2200. It only has a crease in the tailgate that doesn't interfere with the opening or closing of it and it runs really quiet and smooth, you can hardly feel the transmission shift and it has great power. Everything in it works, but....
The only issue is that in cruise control when climbing a slope and it kicks in to a lower gear it goes in hard, like a clunk, When I'm not going fast and I kick it down it shifts smoothly??? What could be wrong?

The transmission could be starting to show its age after 25 years. (You didn't state mileage.) How does the fluid look?
It has 221,000 miles and I had the fluid checked and it's clean and doesn't have any burned smell. The service records are impressive, no issues and on time oil changes every 3000 miles. Other than when I'm in cruise control and I come on a hill...when it downshifts it isn't as smooth as when I'm going to pass someone and kick it down it shifts like a dream.
You could always have a transmission specialist with a fancy scan tool diagnose what's going on, could be just a shift solenoid. However if it's working OK most of the time I'd just live with it.
