PCM measuring 6volts on Honda CRV 2004

Hi,

Honda CRV 2004 145k miles. 

Larry from auto electric says that if the PCM was measuring 6 volts to the relay the car wouldn’t even function, but the Honda dealer wants me to put a pcm in it saying that it’s measuring at 6 volts and this is the reason why the fans aren’t functioning. The car is running just fine. I also had/have a strange intermittent fume leak getting into the cabin (doesn’t smell like gasoline just makes you cough), really bad fuel economy recently, and a battery that randomly keeps dying even though i’ve gotten it load tested and the battery is totally fine. 
just don’t want to drop $700 unless I know for sure what’s going on.

Other miscellaneous strangeness: Some kind of strange popcorning sound, I don’t even know how to describe it, I thought perhaps engine knocking but I’m not entirely sure. 

Fume leak: Honda tested the evap system and exhaust and it’s fine. (Two other mechanics also checked the exhaust and it’s fine). 

Fans: Temp gauge is fine and had never overheated, not sure when the fans stopped working. Honda says the ECT switch is fine. I had one fan replaced like 10 months ago. I don’t drive this vehicle all that often, it did brave a North Dakota winter though (consistently below 0)

Additional information:
No trouble codes coming up and no check engine light.

Both fans are suppose to turn on when you turn the AC on. Nor do the fans comes on after driving it for 20 minutes which they should… or perhaps not if the wind is enough to cool the coolant.

The battery is only used to start the car and turn on the radio when the engine is off.  The alternator runs all the electrical systems of the car.

Check your alternator by doing a load test.  If it's 18 years old, it's probably causing goofy stuff to happen.  If you can, find a good, independent mechanic.  The dealer is just going to rip you off.


All the alternator does is charge the battery? Batteries fully charged and measures proper load, and the fans still aren’t turning on so why would the fans be an alternator problem?
