Hey Scotty, I am replacing a Rack n Pinion in a 2010 Ford Taurus that have 140k miles with a electric rack and Pinion. Would I have to reprogram the new rack and Pinion once I install it
If that car and hydraulic power steering before the swap, forget about it.
Some of the Taurus had EPAS (electric power assisted steering) back in 2010:

why? and where did you get the idea to do this?
EPS systems need all kinds of sensors and computers.

Yes, the EPAS consists of a Power Steering Control Module (PSCM) which will need to be programmed. You will need a dealer level scan tool or something on the level of Scotty’s. Here’s an example (albeit for a Ford Mustang):
