I am considering purchasing a 2011 Ford Crown Victoria Police Interceptor and running it on E85 all the time, since gas prices went back up to $4/gal. Can that retired police car truly run E85? Or would I have problems doing so?

E85 isn't anymore cost effective than gasoline. You will lose MPG that doesn't get made up for by reduced pricing.
Get the VIN of a prospective purchase and do a search online. It will come up if the car is capable of running E85. Don't just buy a car and put E85 in. You will cause damage. Alcohol is corrosive to regular fuel systems and it will damage or destroy expensive components.
Have a mechanic check it out of you find one. Those cars got the crap beat out of them. You don't want to unknowingly buy the government or someone else's problem and make it your own.
As long as it's a flex fuel system you would be fine, poorer gas mileage though in the long run, so don't know how much it's saving ya, LA is currently running $8bucks for regular so just be happy you ain't in California lol
