I'm not sure what you're asking. It just sounds like you're seeing 88 octane unleaded gas. I can't think of any reason that it could not be used in your Honda Civic unless the manufacturer says it needs higher octane. (In most places in the U.S. regular unleaded gasoline is 87 octane.)

It will work for your vehicle. Really not much of a difference between that and 87 grade. No real pros or cons.

If you're talking about E15 that's a horse of a different color, it is 15% ethanol. Don't use it in any vehicle that is not labeled "Flex-Fuel". Regular gasoline vehicles are designed to tolerate alcohol adulteration up to 10% and no more. (Your owner's manual should confirm this.)

Every car sold in the US since 2001 has been designed to run on fuel with up to 15% ethanol.

That's not what many of their owner's manuals say. In fact I was helping a friend figure out the radio in their then-new 2017 Outback a few years back (over 90 pages of radio instructions!) and still have the PDF copy of their owner's manual here. It states very clearly in the "Fuel" section, on page 7-5:

"Do not use any gasoline that contains more than 10% ethanol, including from any pump labeled E15, E30, E50 or E85 (which are only some examples of fuel containing more than 10% ethanol)."

I'd believe the manufacturer before believing some politician or bureaucrat. (Also in my own case I do not own any car as new as 2001.)

I thought Flex fuel is e85

A Flex-Fuel vehicle can use anything from pure gasoline to E85. Normal gasoline vehicles can only use pure gas through E10.

Just stick with 87 octane & you'll be fine.
