What should I do about my bad ABS control module

Hey Scotty, I've got a 2002 Mercury Sable LS Premium V6 DOHC with 176,000 miles on it. It has the ABS, parking brake, and traction control lights on. I've checked fuses and wiring and everything is fine. I've hooked my scanner up to it and got the code C1266(ABS Valve relay supply voltage error). I've taken it to a shop and they've determined the ABS module is bad, we tried replacing it with another used one and that module was also bad. A new module is expensive, ranging anywhere from $400 to $800. The car won't pass inspection with the lights on in Virginia. What do you think I should do?

Replace with new not used

I already tried replacing with a used one and that one was broken too. Used ones are $100-$200 a piece. I'm not exactly trying to spend that much multiple times until I find a used one that works.

Buy a brand new one once, and you won’t have to do it multiple times
