I have a 2017 Elantra that makes a very low humming sound when driving. I checked the tires as Scotty indicates by jacking the car up and moving the tire from the 3 and 9 position and then from 6 and 12... no play in either direction.

The car also vibrates when braking.

What brand is recommended to get replacement parts? Should I stick to OEM?

You may as well stick to OEM. I don't think there is a quality aftermarket option.

For the ‘vibrates when braking’, is your entire car vibrating or just your steering wheel?

It feels like the whole car shakes. Feels like if you drive over the markers on the side of a highway that makes the car shake to let you know you're off.

That points towards your rear rotors being warped.

I have drums on the rear... I'm replacing front rotors and pads soon. The front rotors were resurfaced a while ago with a similar vibration.

Then check your rear drums. If the front rotors are warped, your steering wheel will shake/vibrate when braking. If the rear rotors/drums are warped, your brake pedal and/or entire vehicle will shake. Don’t replace the front brakes if they’re not the culprit. Diagnose the problem thoroughly before spending $$$ or you’ll be throwing precious money away. Keep us posted.

Yeah... thanks for the advice I will further diagnose. My concern is that it's worst some days and others it's better. After it rains it gets worst. Maybe bad quality pads and front rotor wear causing the issue. I'll keep you guys posted on the solution.
