1. It cranks

Based on what you said, you have a fuel issue. When was fuel filter changed last? Is this the original fuel pump? Have you tried cleaning the throttle body?

Those aren't real mechanics. The kind you talked to only knows how to plug in their gadgets and replace parts. The have very little mechanical know-how to troubleshooting skills. Try another more mature and experienced mechanic.

Is there a check engine light? The OBD systems back then weren't terribly sophisticated or helpful. Your 1990 will require a more "traditional" approach. Try spraying starter fluid into the intake.
Is yours really a Silverado? I thought they were 'C' or 'K' pickups back then.
