I have a 2009 Honda Civic Coupe EX - AUTO - w/ 148,000 miles on it. Just yesterday, my AC went out. It was blowing cold air, but it was very weak, then all of the sudden, it just went completely out. I replaced the clutch relay fuse, and nothing. If it helps, it doesn't seem like the fans kick on either. I was wondering what could be wrong?
At that age I would suspect that enough refrigerant has leaked out that the low-pressure safety switch is preventing the compressor from engaging. You would need to hook up a manifold gauge set and check static pressure to see if that's the case. (Don't use those crappy "recharge cans" at the parts stores that have a nearly useless low-side gauge and are loaded with potentially damaging sealers.) If you're lucky it's just a slow leak requiring a recharge after several years.
If you have no experience with working on AC it's probably best to take it to a mechanic to check it out.

I bought this car about a month ago, and all was going well, then all of the sudden, after school, A/C was blowing really well, cool and all, then there's was a very subtle shuttering noise. The A/C got weak, but it was still blowing pretty cold. I tried doing the HVAC Diagnostic on it, and it flashed 4 Times which I think means:
"An open or short in the mode control motor circuit"
The A/C is NOT working now, and my cooling fans aren't kicking on. I daily this car for school, and I'm trying to find some solutions because most shops have been full recently.
Are there any recommendations on what I should do to get my fans and AC up and running again?

If the compressor is turning then one of the clutches inside must have burned out. You're going to have to replace the AC compressor still.
