Air Conditioner problem on a 2009 Camry LE

CAr:  2009 Camry with a 2.4 L 4 cyl. engine. Milage - 93,000.  Purchase used in 2013 with 45,000 miles.  Uses a small amount of oil, about 1/4 quart between yearly changes (We took two long road trips in the past 9 years and changed oil at the 4000 mile point those years.).  

Air conditioner works well at highway speed but when stop at a traffic light while the fan keeps the same air volume, the cooling nearly stops.  Took it to a mechanic I trust as he has always fixed things on my cars with no problems.  He thought maybe the freon level was low, but when he checked the pressure of the freon was abnormal.  High pressure was 150 psi but the low pressure was 60 instead of the normal 30 psi.  He suggested that one possible trial fix would be to pump all the freon out and refill it as his experience here in southern California indicates if air somehow gets in the system it can cause this low   preseure problem and the non-cooling.  The price for this would be $250.00.  If it doesn't work, then a new compressor.

Since car is worth only $3600 at most, do you think this drain and refill would be a smart idea?

Make sure your radiator fans are coming on when you turn the A/C on. 

They cool the condenser coil and the A/C can't cool when the car is stopped if those fans aren't turning,
