Engine temperature fluctuations

Dear Scotty,

I have an old 97, VW Polo classic, manual transmission. 

It has around 200 000km ( around 124 000mi)

With that many miles it has a few problems but i like it alot and here in Lebanon second hand cars are crazy expensive let alone buying a brand new car. 

My main question is why does my car temperature gauge goes down when am going downhill or cruising at a low rpm (cold air coming into the engine) i find it to be bothering in winter since i lose hot air from the AC 

My second problem is, my car idles normally when i start the engine but after driving around it idles poorly, when scanned it shows a problem with the air valve cotrol a small plastic box attached to the carburetor but i have changed it 3 times it works for a while then the problem is back.

A trick with keeping your heat in the winter is wedge a piece of cardboard in front of your radiator (cover about half of it) and ta da your car no longer gets cold.

I'm thinking you probably have a vacuum leak or the egr valve isn't opening when it's supposed to for the second bit.
