2004 Lexus RX330 PSP power steering whines

Scotty, own a 2004 Lexus RX330, 130k miles, made in Canada.  Runs great.  But power steering whines on start up like no ones business.  Goes away when warm.  Replaced pump (new $100 pump from Carparts.com, not OEM), Peak synthetic fluid, burped it dozens of times and still no luck.  Could it be rack issue?  How do I tell the difference?  Thanks, love you channel.  Lee G

It sounds like you have a restriction somewhere wether inside the rack itself or in a hose somewhere.  Did you replace the pump because if the whine or is this since replacing?

Thanks for your help, really appreciate it.  I replaced the pump due to the whine.  Once the Spring hits, I am replacing the pugs and coils in rear 2,3,5.  This is a major job, taking intake manifold off to access the plugs/coils.  While all is off, I am also going to change out thermostat.  Should I also change out the high pressure line since access is much easier once manifold is off?  Or should I investigate the rack first?  And how to investigate the rack??   I saw once that Scotty used some cleaning fluid to help clean out rack internals.  Try that?

Or could it be that switch on the power steering pump?  Also, there are no leaks under the car.  And, initially used ATF when I changed out the pump, but recently removed all the fluid in the ATF in the reservoir and filled it back with the Peak synthetic fluid, thinking the cold is causing the whine.  Also, FYI, the whine is very loud, and even louder when I turn the wheel at startup.  5-10 minutes later, no noise when it all warms up sufficiently.  Head scratcher.

Weird. Sounds like air in the system. Pumps always whine when no fluid OR high pressure demand.

Thanks Porkchophill.  Maybe I will just continue trying to bleed the system.  It’s been whining for months now (drive it every other day), do you think the new pump has been damaged, and I should put a new one on?  A new OEM one vs the aftermarket ones?

Otherwise does it steer and feel fine? If so I would just keep an eye on it until spring where you can further check out the rack and other components.
