New clutch fan, defective?

Hello. I have a 96 F150 5.0 manual trans. I replaced my clutch fan with a new one recently. I had noticed the temperature seemed to creep around a bit but not overheat or anything. The old I took off would free wheel in my hands when spun. I suspected that it was the culprit. The new clutch fan a Hayden type I installed has some resistance to it so I suspected the old one was the problem. This new one I put on doesn't seem like it disengages at all. Engine being warm or cold, even at operating temp when I downshift and engine turning 3500+rpm sounds like a jet engine. Is that normal? I'm not sure but I think it should freewheel a little more in the higher rpms. It sounds full tilt and stuck always on. Could this new one be defective? Truck does run cooler but I can hear the fan over the engine and my loud exhaust other than idle, engine cold or warm. Any advice?

Aftermarket wants off and do work a bit too hard it doesn't hurt anything it's just knocks a tiny bit off gas mileage not much on that giant engine though

The fan clutch is supposed to disengage when it heats up, supposedly freeing up horsepower.  Sounds like a bad unit.
