I changed the head gasket on my 07 High Output Dakota. It ran for 10 seconds. Now, it will only make a clicking noise when I try to start it.
I have parasitic drain and "no link" on code reader. When the key is turned, there is a clicking noise and the dash engine lights come on, but the engine and the starter do not move.

what is your battery voltage?
its usually at 12. I left it connected over night and its down to 1.7 volts. I checked the fuses and the PCM B+ fuse showed a drain of .84

its not running. I replaced the head gasket. When I turned the key, the engine would turn, and then eventually it ran for 10 seconds. After that, the engine wont turn and I just hear a clicking noise when I turn the key

You need to find that short that's causing the drain. Maybe you nicked a wire when you reassembled the heads.

I did the above and pulled out each fuse and resistor one at a time and the power never went out. The light stayed lit the whole time.
did you pull relays too? At this point you should look for a power distribution schematic.
I also checked the relays. What should I look for in the power distribution schematic.?
Other paths. Things that could be draining the battery. If it's nothing on the fuse panel, then it must somewhere else. Is there any aftermarket stuff hooked up? By the way, what are you using for a test light?
I am nervous that I fried the computer. I have pulled several sensors around the engine and have not been able to get the code reader to work.(based off the video below around the 1:50 mark)

There is nothing aftermarket hooked up.
I tested the ground(while the truck was off) and it was fine.
I did not get any shorts when pulling each fuse
I just got a cheap test light from walmart
ok that tester uses an LED. It will light up with as little as 0.005A of current, which is normal for every car to have. I would use an incandescent bulb or proper meter.
What do you mean by "tested the ground".
I'm more nervous about the short, than your computer.
By the way, you still haven't told us what vehicle this is.
I have a multimeter and a test light.
All of the fuses are fine except the PCM fuse shows a little bit of a draw. But, I don't know if that is something to be expected from the PCM
This is way too vague of a question...You would have to know which PCM pinout is the one which has a small draw and WHAT does it connect and control or sense. Also it would be nice to know exactly the object of this inquiry.

I tested and there were no ground faults. The battery has 12 volts, the alternator is new, the engine turns, and the starter works when I test it outside the truck.
The only thing that stands out is the PCM fuse, but I don't know if that is the problem or not.

You mean 0.8 A ? The PCM shouldn't be using that much when the vehicle is off.
Try removing the computer from the vehicle, and see if you still have the drain.
I think so. I used an AmpHound to test it.
I detached the connectors and the drain went away. Does this mean I can't use my ECU and/or is there a way to reset it?
hmm that's not a good sign. The ECU is probably bad.
Maybe some moisture got inside
is there a way to reset it? Or, I do you think it is not salvageable and I need to replace it?
It looks like I have a parasetic drawl from the PCM. How can I test the ECU board to see if I need to replace the computer or not?

I'm going to suggest that this problem is too complicated to solve over the internet. You should get someone with electronic troubleshooting know-how to take a look at it for you. There is just way too much to cover here.
I used a cable tracker from harbor freight and followed the wiring from the fuse the pcm and from the fuse to the ground. I detected a signal the whole time and the signal would get weaker as I moved further away from the fuse box and closer to the ECU.

I have an 07 Dakota that is getting a P0562 code. The engine will turn, but will not start. The battery is at 12 volts, the alternator is new, the pcm was swapped out, and there is a .7 parasitic draw on the PCM B+ amp.
I have a .84 drain when I use the amp hound on the PCM B+ fuse.
