Can a stuck open EGR valve cause an engine no start?

Can a stuck open EGR valve cause an engine no start or be a cause of engine dying immediately after the start? 

Different web resources say different things: some say that a stuck open EGR valve contributes to the rough idle only, others say that it does cause an engine no start.

I have never seen it cause a non start but can ya provide make model year, mileage etc….?

Lexus GS300 1995 1st gen. Automatic transmission. 250k miles.

That’s a long list of stuff. I’ll go through it allin morning it’s late. I would say sometimes it’s better clean the slate and start with the basics.

1. Have you checked fuel rail pressure?
2. Are you getting spark?
3. Latest compression test?
4. Any recent codes?

1. Not yet. I need to buy/procure a pressure gauge. But I smell a lot of gas after cranking.
2. I get spark from the main high-tension cord that goes from the ignition coil to the distributor. I just held the cord's male plug near the ground and saw a spark when cranking. I'm not sure how to check spark for individual high-tension cords since they have female plugs.. I saw video of inserting a screwdriver into the cord but I don't want to try it since there are both - and + in the cord female port. Can I crank the engine with a spark plug removed from the cylinder?
3. I need to buy a compression test set.
4. No recent codes except for 71 EGR malfunction, that disappeared when I disconnected the battery.

Right now, I think I need to buy/borrow tools in order to continue.

Ok, Compression test will tell you alot. You can borrow one from any auto parts store, just have to leave a refundable deposit. It’s possible at 250k that timing may be off. Removing inspection cover and looking at the timing belt should gove you some clues.

Right, only a few hours before your comment I realized that I can actually borrow tools from auto parts stores. Thank you for the timing information. That's interesting. I'll look into it.
