Changing Toyota breaks with ABS

Hi Scotty I have a question I hope you can answer. I have a 1999 Toyota Camry V6 Automatic with 250000kms. I am looking to change my brakes myself but my car has ABS. Now I bought this car used 2 years ago and the ABS has never worked since I bought it. I bought a decent scan tool but can't get anything from the ABS system. My question is can I change the breaks myself? Without bleeding the breaks?

Yes, people do it everyday. Without the ABS active, it's just a pre-ABS brake system.

Not all scan tools will be able to access all areas of all cars and all functions, which might be the case with your scan tool. I looked up real expensive scan tools for my 2019 car and was amazed at what it wasn't able to do, so needless to say I decided not to buy. 

I've replaced brakes on all my vehicles and they've all had abs. You can change brake pads and rotors without bleeding the brakes. Your car is 22 yrs old and you say the abs doesn't work so wouldn't worry about bleeding the abs module. Scotty has a youtube video on this topic.
