My clear coat is peeling right off, and paint has faded from sunlight. Do I take the clear coat of with 800 grit and buff all over then, apply the pain restorer and buff… then add a new clear coat myself?

you'll have to sand it well, apply base coat to bring the color back, then apply clear coat. But it's still going to look like a home job, with orange peel, etc.
If it's a nice car, then leave it to a pro.
If it's a beater, I would just leave it alone and drive it the way it is, unless you're trying to sell it or something.
