Should the tire be on the ground when I remove the Lug Nuts with an Impact Wrench? If so, then do I remove all the lug nuts then jack the vehicle? That would seem odd. I'm accustomed to loosening them with a torque wrench but I'm getting old and decrepit and am going to buy an Impact Wrench. However, usually I loosen first, then jack the car, then finish taking the lug nuts off. Or, do I bypass all of that and remove the lug nuts with the car jacked up? -Mark

No, it doesn't need to be.
Usually with an impact wrench you can remove the bolts with the tire off the ground. Assuming the nuts weren’t over tightened.
I would not recommend to use a torque wrench for loosening or tightening anything except at the end to torque nuts and bolts. I use regular breaker bar supplied with the car to loosen lug nuts and to tighten and then torque wrench at the end. I normally jack the wheel just a bit to take extra car weight off, loosen the nuts and then jack the wheel off the ground and take lug nuts off.
