Are KIA/Hyundai cars with manual trans are good to start learning stick shifts?
Found 2017 Kia Forte lx for 10 grand with 30k miles
I would pass on the Kia esp. since the 10 year/100,000 mile warranty only applies to the original owner. Overall quality is not good and best to own under warranty. The ones just before 2017 model year had fire risk issue with their 2.0L engines.

If you mean practising just shifting gears while parked with the engine off, sure.
What use is a reliable manual transmission, if the engine blows up & leaves you up the creek, without a paddle?
Get a Corolla or Civic to learn the manual transmission.
I learned on a cheap $1500 car back in the day, made all my mistakes on it and drove it until it was ready for the junkyard. $10k for a poorly made Kia to learn on is too much $$ IMHO. Get an older Honda or Toyota to learn on for not too much $$.
No. Get an old Civic for less than $5k and learn on that. Cheap clutch, cheap car, and once you learn it will still go for a long time.
